What You'll Do: The Budget Specialist will provide support to a program within the National Oceanic and Atmospheric Administration's Office of Oceanic and Atmospheric Research (OAR). Who We are Looking For: We are looking for an experienced Budget Specialist to provide expertise, guidance, and support in a wide variety of functions including, but not limited to budget, procurement, IT and other functions for various teams. This includes:
- Prepare and maintain spreadsheet reports for the government by extracting, compiling, evaluating and analyzing data such as property records, budget, procurement and variance reports, etc.
- Support and provide accounting, bookkeeping, budgeting and other related financial support services daily.
- Support and reconcile budget execution information daily and provide solutions to resolving variances.
- Assist with preparing cost adjustments, spend plans, monthly preparation for the Resource Review meetings by pulling the accounting information from Business Applications Solution (BAS) Enterprise Data Warehouse (EDW) and Financial Management Data System (FMDS) generating reports, graphically displaying the information for monthly meetings.
- Assist with preparing adjustments to correct object class errors including, but not limited to Summary Level adjustments and/or detail cost adjustments.
- Assist with populating Budget Operating Plans in Business Applications Solution (BAS) Enterprise Data Warehouse (EDW) and Financial Management Data System (FMDS).
- Prepare and process Interagency Agreements and Memorandum of Understanding/Agreements including, but not limited to reviewing packages, reviewing associated budgets and 7600A/B forms.
- Assist with the preparation of acquisition packages for the purchasing of items for the ship Okeanos, except for the creation of the Requisition. Due to the nature of the work, the procurements tend to be very technical in nature. If it is determined that the sources to provide these supplies and services is limited, the contractor shall assist in providing market research documentation to support a sole source procurement or limited sources procurement request.
- This position is on-site with the ability to telework 2-3 times a week.
Required Qualifications: - Bachelor's degree in a related field from an accredited university required, preferably in Accounting, Finance, Business Administration, or something similar.
- 6+ years of experience in the field or in a related area required.
- Strong verbal and written communication skills
- Demonstrated ability to multi-task and work in a high-paced environment
- Demonstrated experience working with budget, procurement, and other financial and administrative matters
- Demonstrated experience using financial and reporting systems such as Business Applications Solution (BAS) Enterprise Data Warehouse (EDW) and Financial Management Data System (FMDS)
- Can work both independently and as a team
- MS Office and G-Suite proficiency
- Strong written, analytical, strategic foresight
- Strong organizational skills, attention to detail, the ability to learn by example, and multitask
- Demonstrated experience managing projects
- Must be a US Citizen or Permanent Green card holder per contract requirements
Preferred Skills: - Knowledge of NOAA systems, services, research, and/or programs is a plus
